Looking for a new way to bring fragrance into your product lineup? Shower steamers are a fun project to try! Pop one on the shower floor, let a few splashes of water work their magic, and enjoy as the fragrance comes to life in the warm, steamy air.

Unlike bath bombs, these are designed for the shower floor—not bathwater or direct skin use. Start with a small test batch, then tweak your recipe once you've evaluated how it performs.

Tools to gather before you start

  • Digital kitchen scale that measures in ounces (ideally to 0.01 oz)
  • Large mixing bowl and whisk or mixing spoon
  • Silicone molds for shaping your steamers
  • Small fine-mist spray bottle for witch hazel
  • Gloves and a dust mask suitable for handling fine powders
  • A tray or dry spot where the steamers can sit undisturbed

* A quick note about fragrance: Every fragrance oil is a little different! The amount you’ll need can vary from scent to scent, so think of the 0.14 oz listed in this recipe as a starting point for your first batch. Before adding scent, check that your chosen fragrance oil is suitable for shower steamers and stays within the maximum permitted usage for your finished product. Category 9 on the IFRA document covers rinse-off bath and shower products. (We chose Category 9 instead of Category 12 as runoff from the shower steamer could come in contact with feet or skin.) If you’re unsure, make your first batch unscented while you practice mixing and misting.

Let's make some shower steamers!

Mixing finely textured white-and-blue shower steamer ingredients in a glass bowl
  1. Mix the dry ingredients.Weigh and thoroughly blend the baking soda, citric acid, and cornstarch. Break up any lumps; avoid breathing in the dust.
  2. Add approved fragrance.Weigh your chosen fragrance oil only after checking its suitability and maximum permitted level. Add gradually while mixing thoroughly so the scent is distributed evenly. Add a small amount of an appropriate colorant if you'd like.
  3. Mist—don't pour.Give the mixture a light spritz of witch hazel, stir, and repeat only as needed. The texture should resemble barely damp sand and hold its shape when squeezed. Stop immediately if it starts fizzing in the bowl.
  4. Pack your molds.Firmly press the mixture into clean, dry silicone molds, packing each one tightly to minimize crumbling.Packing a fine, pale blue shower steamer mixture into a silicone mold
  5. Dry thoroughly.Leave in a dry, well-ventilated spot for about 24–48 hours (longer if humid), until completely hard. Gently unmold and store in moisture-resistant, airtight packaging.
  6. Test before gifting or selling.Evaluate hardness, scent, performance, residue, drainage, and packing stability. Keep good records for each batch and adjust only when renewed safety checks are completed.

How to use your shower steamers

Place one on the shower floor away from the direct water stream but where it can catch occasional splashes. Keep it clear of the drain and out of the direct standing area to help reduce slipping risk. Enjoy the fragrance as it releases, then rinse away any residue.

Quick troubleshooting

My steamers start fizzing while mixing. Too much liquid was added too quickly. Mist less and keep the workspace dry.
My steamers crumble after unmolding. They may be under-compacted, insufficiently bound, or not fully dry. Check mold pressure and drying time in your next small test batch.
My fragrance seems weak. Start with freshness, packaging, steamer placement and shower conditions. Never automatically increase fragrance beyond the verified safe and technically suitable limit.
My steamers soften in storage. Humidity is often the problem. Dry thoroughly and test moisture-resistant packaging.
Safety first: For shower use only. Do not use as a bath bomb, apply directly to skin, or let children or pets handle or ingest. Avoid direct contact with eyes and avoid inhaling loose powdered ingredients. Fragrance in a steamy enclosed space can be irritating to sensitive users; stop using if irritation occurs. Consider ventilation, surface staining, slipping, and labeling when designing a finished product.
